A series of four Technical Assistance (TA) Workshops on MCH Needs Assessment and State Performance Measures were offered by the Maternal and Child Health Bureau's Division of State and Community Health (DSCH) during mid-January to mid-February, 2004. The purpose of this day-and-a-half workshop was to assist the State Title V Programs with their Five Year Needs Assessments required by legislation.
The workshop reviews the conceptual framework for conducting Needs Assessments for planning and assessing Public Health programs. It presents some of the important uses of Needs Assessment data and information such as setting State Priorities and the developing State Performance Measures in an interactive hands-on approach. The concepts reviewed include using a variety of capacity, process, and outcome measures to monitor the performance of States and communities. Using multiple measures is important in dealing with complex issues such as promoting cultural competency and establishing medical homes for children with special health care needs.
